विषय: भारतीयमहामारीजोखिम पूल केगठन के संबंधमें अध्ययन औरअनुशंसाएंकरने के लिएकार्यकारीसमूह

Sub: Working Group tostudy and make recommendations on formation of an Indian Pandemic Risk Pool

1. कोविड-19महामारी,जिसकी शुरुआतएक सार्वजनिक स्वास्थ्यसंकट के रूपमें हुई, जिसबीमारी के फैलावको सीमित करनेके लिए कियेगये उपायों केकारण, आर्थिकगतिविधि में उल्लेखनीयव्यवधानउत्पन्न हुआहै। इससे नकेवलस्वास्थ्यबल्किउत्पादन,विमानन,पर्यटन,परिवहन,निर्माण,सेवाएँ, कृषिव अन्यों सहितअर्थव्यवस्थाके सभीक्षेत्र प्रभावितहुए हैं।वर्तमानमहामारीद्वारा उत्पन्नकिये गयेविभिन्न जोखिमोंसे निपटने केलिए दीर्घकालिकसमाधानों कापता लगाने औरइस प्रकार केभावी संकट केमामले मेंसुरक्षा कीपेशकश करने कीआवश्यकता है।इनमें से कुछजोखिम जैसे,बिना सहवर्तीसामग्रीक्षति नुकसानके व्यापार मेंव्यवधान सेहुए नुकसान,रोजगार केनुकसान, सेहोने वालेव्यापकनुकसानों केपरिणामों सेनिपटना सरकार/बीमाकर्ताओं/पुनर्बीमाकर्ताओंकी क्षमता सेबाहर होगा। इसलिए, “महामारीजोखिम पूल” केतंत्र केमाध्यम से, इनजोखिमों औरमहामारी सेहोने वालेअन्य संबंधितजोखिमों सेनिपटने कीसंभावनाओं कापता लगाने कीआवश्यकता है।

TheCOVID-19 pandemic which started asa public health crisis has led to significant disruption in economic activitymainly due to the measures taken to limit the spread of the disease. Ithas affected not just health but all sectors of the economy including but notlimited to manufacturing, aviation, tourism, transportation, construction,services, agriculture and many others. There is a need to examine long-term solutions to address the variousrisks which have been triggered by the current pandemic and offer protection incase of a future similar crisis. Some of the risks like Business Interruptionlosses without concurrent Material damage loss, Loss of employment would resultin huge losses much beyond the capacity of Government /Insurers /Reinsurers. Therefore,there is a need to explore the possibility of addressing these risks and anyother related risks arising out of a Pandemic through the mechanism of a“Pandemic Risk Pool”.

2. इसमामले कीविस्तार सेजाँच करने केलिए प्राधिकरणने,निम्नलिखितसहभागियों केसाथ एक कार्यकारीसमूह के गठनका निर्णयकिया है:

Toexamine the matter in detail, the Authority has decided to constitute a WorkingGroup with the following participants:

3. कार्यकारीसमूह के लिएविचारार्थविषय निम्नप्रकार हैं:

The Terms ofReference for the Working Group are as follows:

क) `महामारीजोखिम पूल~ कीस्थापना कीआवश्यकता काअध्ययन करनाऔर उसकी स्थापनाका औचित्यदर्शाना।

a)     Study the need for setting upa Pandemic Risk Pool giving rationale for the same.

ख)पूल के ढाँचेऔर परिचालनमॉडल कीअनुशंसा करना।

b)     Recommend the Structure andOperating model for the Pool.

ग)इस विषय सेसंबंधित किसीअन्यप्रासंगिकमामले की जाँचकरना।

c)    Examineany other matter relevant to the subject.

4. कार्यकारीसमूह अपनीरिपोर्ट इसआदेश की तिथिसे आठ सप्ताहके भीतरप्रस्तुतकरेगा।

TheWorking Group shall submit its report within eight weeks of the date of thisOrder.
